The Central GST administration sees Tripura's rubber industry as a promising source of revenue growth, said Kul Prakash Singh, Chief Commissioner of the Guwahati Zone of CGST and Customs. He spoke to journalists in Agartala on Tuesday, 3 November 2026, during his visit to the state, according to Tripura Chronicle. Tripura is the country's second-largest rubber-producing state after Kerala.

### Key points

- Singh said Tripura's rubber industry has considerable untapped potential for GST revenue.
- The department is coordinating with the Rubber Board and sharing information to monitor the sector better.
- Any decision on e-invoicing in the rubber trade will be taken by the Government of India in consultation with Bangladesh.
- Singh said immediate arrest of GST defaulters is not the preferred approach under the current framework.

## Focus on rubber and coordination

Singh said the aim is to create a business-friendly environment while making sure tax revenue is not lost through irregularities. He said departmental officials are in regular contact with the Rubber Board and exchange relevant information to improve monitoring of the sector.

He added that the sector could bring in extra revenue as its manufacturing, trading and distribution networks grow. He also observed that Tripura need not depend entirely on large-scale manufacturing to raise its GST collections.

Asked whether e-invoicing would be introduced in the rubber trade, Singh said the Government of India would decide this in consultation with the Government of Bangladesh. The concerned Ministry will announce the implementation date once it is finalised.

## Approach to GST defaulters

On action against defaulters, Singh said the emphasis is on establishing the tax liability and recovering the amount due through the prescribed legal process. Prosecution, he said, follows only after the necessary proceedings, including a show-cause notice and confirmation of the demand. He also referred to the rise in the prosecution threshold from Rs 1 crore to Rs 5 crore.

Describing Tripura's revenue position, he said works contract services currently make up a significant share of GST collections. Government-funded infrastructure projects carried out through departments such as PWD and Irrigation are among the biggest contributors.

## Visit to the northeast

Singh said he took charge of the Guwahati Zone on 22 April. The zone's administrative responsibility covers seven northeastern states. His visits to the region are meant to review how departmental offices work, understand the problems of the business community and meet officials of other government agencies. Tripura was the last of the seven states he visited.

He praised the changes introduced by Commissioner Kundan Yadav, the first regular Commissioner posted to the state after the Tripura Commissionerate was formed following the introduction of GST in 2017\. Singh said the Commissionerate has adopted systematic administrative practices and several measures to make trade easier.

## Why it matters

For traders and rubber growers, Singh's remarks suggest the department wants closer monitoring of the sector but prefers recovery of dues through due legal process over quick arrests. Any change such as e-invoicing in the rubber trade will depend on a decision by the central government and the date announced by the Ministry.
