Teachers appointed under the Samagra Shiksha scheme in Chandigarh's government schools say they have not received their salaries for two months, even as Diwali is only days away. According to Hindustan Times, the Chandigarh Teachers Association has decided to hold a march with empty diyas to the office of the secretary education to protest what it calls continued insensitive treatment.

### Key points

- More than 1,000 JBT and TGT teachers working under Samagra Shiksha have reportedly not been paid for September and October 2026.
- The association says arrears of dearness allowance (DA) for 2021 to 2023 are also pending, despite a Punjab and Haryana High Court order.
- Teachers allege that DA due from January this year has not been released to them, although regular education department teachers have received it.
- The association plans a march with empty diyas to the office of the secretary education.

## Salary and DA dues

Members of the Chandigarh Teachers Association said that more than 1,000 junior basic teachers (JBT) and trained graduate teachers (TGT) working under Samagra Shiksha have not got their pay for September and October 2026\. The delay has come just before Diwali, the biggest festival of the season, which falls on the weekend. The teachers say they are finding it hard to manage household expenses.

Apart from the salary, the association said the arrears of dearness allowance from 2021 to 2023 have not been paid, even though the Punjab and Haryana High Court has passed an order on the matter. The teachers also alleged that the DA due from January this year has not been given to them, while the same has been released to regular teachers of the education department.

## Association's complaint and protest plan

The office bearers of the association are president Satnam Singh, senior vice president Arvind Rana and general secretary Ajay Sharma. They said they have informed officials of Samagra Shiksha and the education department several times, both in writing and verbally. According to them, no result has come out of these efforts.

Because of this, the association has decided to take out a march with empty diyas to the office of the secretary education. The empty diyas are meant to show the state of the teachers' homes at a time when families usually prepare for the festival.

## Why it matters

Samagra Shiksha teachers form a large part of the staff in the city's government schools. Delays in pay affect their families directly, particularly during a festival period when expenses are higher. The difference in DA between them and regular teachers is also a concern raised by the association. The report does not say when the dues are expected to be cleared.
