The Election Commission of India has made several changes to how it works. The biggest change involves its online form.

The Special Intensive Revision (SIR) declaration has been removed from the main form.

Now it is a separate declaration. This applies even in states where the SIR exercise is currently underway.

India Today reported these changes in two separate stories on November 5, 2026.

### Key points

- The SIR declaration has been taken out of the main online form.
- Meeting agendas must be shared in advance, and minutes must be issued.
- Proposed IT changes must be vetted by a committee first.
- Election Commission officials need approval for foreign trips.

## What exactly is the declaration about?

One India Today report says the declaration asks whether a citizen or their parents were mapped in 2002 or 2003.

The form change is meant to keep this question separate from the rest of the form.

## So why are these changes being made?

The changes follow controversies and court scrutiny, the report said.

They also resolve earlier disagreements among commissioners.

The aim is to make the commission's work more transparent.

This matters for voters, because these changes shape how the poll body runs.

## What new rules apply to meetings and staff?

Meeting agendas must now be circulated in advance. Minutes must also be issued for all high-level internal discussions.

The information technology department is now under stricter scrutiny.

Proposed IT module changes and server fixes must be vetted by a committee first.

Only after that do they reach the Chief Election Commissioner and the Election Commissioners.
