Normal life remained affected in Manipur's Kangpokpi district for the second day in a row on Tuesday. Markets and business establishments stayed closed as a tribal organisation continued a shutdown to protest against the state government's alleged inaction over the killing of two youths, according to The New Indian Express.

### Key points

- The Committee on Tribal Unity (CoTU) extended its shutdown in Kangpokpi, saying the state government has taken no action in the killing of two Kuki civilians.
- The bodies of the two youths, who had been missing for a few days, were found in Senapati district on Sunday morning.
- Goods vehicles heading to Imphal were stranded in Senapati, and extra security forces were sent to Kangpokpi.

## What happened

Police said several goods vehicles travelling towards Imphal on a national highway could not enter Kangpokpi. They were left waiting in neighbouring Senapati. A senior officer said additional security forces were deployed in the district to prevent any unwanted incident.

The bodies of the two youths were found in a hilly stretch in Senapati on Sunday morning. They were described as mutilated. The two had gone missing a few days earlier.

## Why the shutdown was extended

After the bodies were recovered, CoTU first called a 24-hour shutdown in Kangpokpi from Sunday. On Monday night, it extended the shutdown by 48 hours.

The Kuki organisation said it was protesting against the government's "shameful indecision, unacceptable silence and continued failure to initiate any tangible action" to deliver justice for the killing of two "innocent Kuki Zo civilians". It added that the Kuki-Zo people would not accept "empty assurances and administrative excuses in place of justice". It demanded time-bound action against those responsible.

## Background

Manipur has seen ethnic conflict since May 2023 between the valley-based Meitei community and the hill-based Kuki community. According to the report, the violence has claimed at least 306 lives. Another 49 people remain missing, and thousands have been left homeless. In recent months, clashes between the Kuki and Naga communities have also been reported.

The source does not say whether any arrests have been made in the killing of the two youths. It also does not give any government response to the demands of the tribal body.
