The Kerala Public Service Commission (PSC) is facing a fresh complaint over the appointment of Deputy Superintendents of Police (DySPs), while it is already under investigation by a Special Investigation Team (SIT), Edex Live reported from Thiruvananthapuram. The complaint alleges that the special recruitment process for DySPs was completed at an unusually fast pace.

### Key points

- A new complaint questions the speed and fairness of the PSC's special recruitment of DySPs.
- The complainant alleges the first-rank candidate, an SFI leader, has several criminal cases against him; the candidate denies this.
- A Crime Branch SIT is already probing alleged irregularities in recruitment to a senior post in the State Planning Board.
- The PSC chairman and three members have been questioned, and the other 12 members are to follow.

## What the complaint says

According to the report, the written examination for the DySP posts was held in December last year. The rank list was published in the first week of May, and appointment orders were issued in June. The complaint says this timeline raises questions about how the candidates were selected and appointed.

The complaint was filed by R.S. Sasikumar, chairman of the Save University Campaign Committee, who has asked for an investigation into the selection. He alleged that the candidate who secured the first rank, an SFI leader, has several criminal cases against him. Sasikumar has also taken up the matter with Chief Minister V.D. Satheesan.

The candidate has rejected the allegations. He said he also appears in the rank lists of other PSC examinations, and alleged that the complaint is meant to stop his appointment.

## The ongoing SIT investigation

The new complaint comes while the PSC is under what the report describes as an unprecedented investigation into alleged irregularities in examinations and recruitment. The Crime Branch SIT was formed by the Satheesan government soon after it took office in May. It is looking into allegations about recruitment to a senior post in the State Planning Board.

So far, PSC chairman Dr M.R. Baiju and three members have been questioned. The remaining 12 members are scheduled to be questioned from Monday. PSC Secretary Saju George is also due to appear before the SIT for the second day in a row on Monday.

All 16 members of the present Commission, including the chairman, were appointed during the ten-year tenure of the previous Pinarayi Vijayan government, which ended in May this year.

## Why it matters

The PSC is the state's largest recruitment agency, and many job seekers depend on its examinations and rank lists. The questioning of its top officials and the new complaint have put its recruitment procedures under closer scrutiny.

The government has said the investigation will establish whether there were deliberate attempts to manipulate the recruitment process and damage the credibility of the agency. The complaint about DySP recruitment contains allegations only, and the source does not say whether any inquiry into it has begun.
