Ashish Kundra, Chief Secretary of the Union Territory of Ladakh, chaired a series of review meetings in Leh on November 2, 2026\. The meetings looked at how three departments are working: Youth Services and Sports, Transport, and Housing and Urban Development. According to Voice of Ladakh, he assessed ongoing projects, achievements and key challenges in each.

### Key points

- The Chief Secretary reviewed the Youth Services and Sports, Transport, and Housing and Urban Development departments in Leh.
- He asked the sports department to identify priority sports and build better facilities, coaching and training, especially at the grassroots level.
- He called for a focused plan to prepare athletes for national events, including the Khelo India Winter Games.
- In the transport review, he stressed expanding electric vehicle infrastructure and reviewed automated vehicle testing facilities.

## Focus on sports infrastructure and young talent

Gopi Krishnan, Secretary of Youth Services and Sports, gave a presentation on the department's structure, performance indicators, and completed and ongoing projects. It also covered student participation in school-level tournaments, the Khelo India State Centre of Excellence in Leh, national-level sports representation and participation in the Viksit Bharat Young Leaders Dialogue.

The Chief Secretary reviewed the quality of sports hostels, training facilities, multipurpose indoor halls, ice hockey facilities in Leh and Kargil, and archery infrastructure. He said priority sports should be identified. He named ice hockey, archery, boxing, athletics, taekwondo and shooting, and asked for quality infrastructure, professional coaching and structured training in these disciplines.

He also stressed the need to strengthen sports at the grassroots level. He wanted more students, especially in rural and underserved areas, to take part in school-based sports. He called for talent to be identified early, existing facilities to be mapped and gaps in schools and localities to be addressed.

He further asked for closer coordination with recognised sports associations and the Sports Council. This includes reviewing how they function and their affiliation status. He also asked for a structured system to support athletes with equipment, coaching, training facilities and exposure to competitions outside Ladakh.

For national championships and major events such as the Khelo India Winter Games, he called for a focused approach. This would mean identifying promising athletes and giving them specialised training. Infrastructure should match the disciplines in which Ladakh has potential to be represented nationally.

## Transport department review

Gopi Krishnan, who is also Secretary of Transport, presented an overview of that department. It covered vehicle registration, new registrations of transport and non-transport vehicles, driving licences, permits and fitness certification. It also covered revenue collection, challan receipts, fleet modernisation, e-auction of fancy registration numbers and the Electric Vehicle (EV) Policy.

The presentation also covered major projects under the Special Development Package and the vehicle needs of the LAHDCs and government departments. It noted staff shortages in the Regional Transport Office and the Assistant Transport Office. It also raised the possibility of outsourcing some services to make them more convenient for the public.

The Chief Secretary reviewed registration trends, including fuel-wise patterns and the ratio of transport to non-transport vehicles. He said electric vehicle infrastructure should be expanded and that more automobile dealerships in Ladakh should be encouraged to take part, to support EV adoption. He also reviewed the status of automated vehicle testing facilities.

## Housing and Urban Development

The Chief Secretary also reviewed the Department of Housing and Urban Development as part of the same series of meetings. The report available to us does not give details of that review.
