The Asian Development Bank (ADB) has released the first part of a $108 million loan for Mizoram's Universal Healthcare Scheme.

The state will receive Rs 205.49 crore from this first part. Officials announced this on Saturday.

The scheme gives cashless treatment of up to Rs 5 lakh to eligible people.

Treatment is available at government hospitals and at empanelled private and church-run hospitals, both in and outside Mizoram.

### Key points

- Mizoram will receive Rs 205.49 crore from the first part of a $108 million ADB loan.
- About 90 per cent of this money is a grant, and 10 per cent is a soft loan to be repaid to the Centre.
- The whole amount will go into a Healthcare Corpus Fund to keep the scheme financially sound.
- The state aims to meet at least three targets this financial year to get more funds.

## So how is the money split?

Of the Rs 205.49 crore, about Rs 20.54 crore will be a loan.

The remaining Rs 184.93 crore will come as a grant, which the state does not have to pay back.

The first part of the loan is called a tranche, which means an instalment.

The Asian Development Bank released $21.6 million to the Union Ministry of Finance on October 29.

The money was released after Mizoram achieved two targets called Disbursement Linked Indicators (DLIs).

These are conditions that must be met before money is released.

The Union Ministry transferred the amount to the state account on November 5.

## What happens next for the scheme?

The state government wants to achieve at least three DLIs during this financial year.

It plans to draw and use around Rs 130 crore under the programme.

The government says a stronger Healthcare Corpus Fund will reduce its regular spending on premiums and claims.

This will help keep the scheme sustainable in the long term.

## Who pays, and who is covered?

Government employees must pay a monthly contribution of Rs 200 to Rs 1,500.

The amount depends on their pay scale, and it gives them unlimited health cover.

Pensioners and their spouses can get cover of up to Rs 24 lakh per financial year.

For this, they give up their fixed medical allowance (FMA) of Rs 1,000 per month.

Beneficiaries and golden card holders under the Centre's AB PM-JAY scheme do not need to pay enrolment fees.
