The National Federation of Indian Railwaymen (NFIR) has asked for a minimum basic pay of Rs 69,000 for railway employees under the 8th Central Pay Commission. According to BW People, the federation also wants changes to annual increments, promotions and retirement benefits. A delegation presented these demands to the Commission in New Delhi on 30 October.

### Key points

- NFIR has sought a minimum basic pay of Rs 69,000 and a fitment factor of 3.833.
- It wants the annual increment raised from 3 per cent to 6 per cent, with a minimum benefit of Rs 10,000.
- The federation has proposed pension at 67 per cent of last pay drawn and family pension at 50 per cent.
- The demands have not been accepted by the government or the Commission.

## What the federation has asked for

The delegation was led by NFIR president Guman Singh and general secretary M Raghavaiah. The union said a fitment factor of 3.833 would ensure a meaningful revision of employee salaries.

On increments, the federation wants the annual rate doubled from the existing 3 per cent to 6 per cent, with a minimum financial benefit of Rs 10,000\. To deal with career stagnation, it has proposed at least five promotional opportunities during an employee's service.

## Allowances and pay structure

NFIR has asked that dearness allowance be merged with basic pay whenever it reaches 25 per cent. It has also proposed open-ended pay scales, restoration of allowances that were discontinued, and a threefold increase in existing allowances.

The federation has further called for a separate pay structure that recognises the arduous and hazardous nature of certain railway duties. Other proposals include job-specific benefits and extending railway pass facilities to employees' parents.

## Pension and retirement benefits

The demands also cover life after service. NFIR has proposed pension at 67 per cent of the last pay drawn and family pension at 50 per cent. It has also sought a shorter restoration period for commuted pension, reducing it from 15 years to 11 years.

## Why it matters and what comes next

For railway staff, the proposals touch pay, career growth, allowances and retirement income, which are the main areas the 8th Pay Commission will examine. The Commission is holding wider consultations on pay, allowances and pension-related matters for central government employees.

The proposals represent the position of the railway federation only. They have not been accepted by the government or the Commission, and the source does not mention a date for any decision.
