## Who can use it, and who cannot?

The scheme is for people who already hold a ration card under the National Food Security Act.

The card must be linked with Aadhaar, and each member needs biometric verification at the shop.

Eligibility to get a new ration card is decided by each state or Union Territory, using its own criteria.

In Delhi, for example, the family income limit for a new card was raised to Rs 1.20 lakh a year, but people owning certain land or buildings, paying income tax, owning four-wheelers, or holding a government job are not eligible.

## Why was this scheme started, and what changed recently?

The scheme was introduced in 2018 to make food security portable for all, including internal migrants.

Before this, a ration card worked only in its home state or district.

The Department of Food and Public Distribution runs it through the Annavitran and IM-PDS systems.

Recently, the government allowed card holders to collect wheat from one fair price shop and rice from another, depending on stock and convenience.

## What documents should you keep ready?

Keep your ration card and the Aadhaar card of every family member.

Keep a bank account linked with Aadhaar, and a mobile number that is linked with your Aadhaar.

For a new card in Delhi, you also need proof of residence, a family income certificate, an eligibility undertaking, and a recent electricity bill.

Other states may ask for similar papers, so check the list on your state food portal.

## How do you use your ration card in another state?

Go to any fair price shop that is part of the scheme, anywhere in India.

Carry your ration card and your Aadhaar card, and keep your mobile phone with you.

The dealer will verify your identity with biometric authentication on the point of sale machine.

Then you collect your monthly food grains at the government rate, and the transaction is recorded.

## How do you apply for a new ration card?

Applications for new ration cards are handled by your state or Union Territory food department.

In Delhi, applications must be made online through the e-district portal by the head of the household.

In Delhi, the eldest female member is usually the head of household, and the eldest male is the head if she is under 18.

After the application is checked, the district committee decides, and you may be placed on a waiting list.

## What should you do if your ration is stuck or denied?

First, speak to the dealer at the fair price shop and ask for the reason in writing if possible.

Next, contact your district food supply office or the district magistrate, who handles grievances.

In Delhi, the Public Grievance Commission can also look into complaints.

Never pay any agent or middleman for a ration card or for food grains. Fair price shops must not charge you extra.
