Raipur and Bilaspur in Chhattisgarh have been selected among 50 cities across 24 states under the Centre's PRAGATI-50 initiative, according to a report by Indian Masterminds. The programme aims to build model cities for urban cleanliness through measurable targets, technology-based monitoring and fixed timelines.

### Key points

- Raipur and Bilaspur are among 50 cities in 24 states chosen under PRAGATI-50.
- The programme uses a framework of 48 Key Performance Indicators (KPIs), with progress recorded on the Swachhatam Portal.
- District Collectors will head the implementation teams in both cities.
- No separate fund has been announced for the two cities under the initiative.

## What the initiative aims to do

Union Minister for Housing and Urban Affairs Manohar Lal launched PRAGATI-50 on September 29\. It works under the Swachh Bharat Mission-Urban 2.0 and seeks to improve solid waste management, sanitation, used-water management and citizen participation in the chosen cities.

After the selection, the Chhattisgarh Urban Administration Department asked the two municipal corporations to set up dedicated implementation teams. They must also prepare action plans based on the prescribed KPI framework and follow a phased schedule to review current sanitation arrangements and find areas that need improvement.

## Teams, responsibilities and funding

The respective District Collectors will head the teams, and an officer at the Additional Commissioner level will serve as the nodal officer. The teams will coordinate implementation and monitoring.

The action plans will address sanitation gaps in residential, commercial and high-footfall areas. The cities must also assign responsibility for cleanliness in places such as railway colonies and industrial areas, which may fall outside the direct jurisdiction of municipal bodies.

The corporations will have to identify and mobilise resources through available funding mechanisms. The Centre has not announced any additional fund meant only for these two cities under PRAGATI-50\. Municipal bodies will therefore plan their spending using existing schemes, their own revenues and other permitted sources.

## Monitoring and what comes next

Progress will be reviewed at three levels. Municipal-level reviews will be held weekly, state-level reviews every 15 days, and national-level assessments monthly or at intervals set under the programme.

Data entered by the municipal bodies on the Swachhatam Portal will support performance monitoring. Field-level verification will check whether the reported improvements are visible on the ground. The framework is meant to measure actual improvement rather than rely only on routine cleaning activity.

With both cities now part of the national initiative, attention will turn to whether the indicators and timelines lead to visible gains in waste management, sanitation infrastructure and overall cleanliness for residents of Raipur and Bilaspur.
