Andy Burnham became Britain's prime minister in July.

Before that, most of his 30-year political career was about domestic affairs.

Now he wants Britain to play a bigger role on the world stage.

Hindustan Times reported this, based on an interview that The Economist did with him during his trip to Antigua.

He was there for the Commonwealth heads of government meeting, known as CHOGM.

Key points

  • Burnham calls his plans an "autumn of diplomacy" with five international meetings.
  • He wants a new relationship with the Commonwealth, the Middle East and the EU.
  • He hopes to host a G20 meeting in Manchester in November 2027.
  • He says Vladimir Putin will not be invited, but Xi Jinping will be.

What is the "Makerfield test"?

When Burnham was elected MP for Makerfield in Greater Manchester, he promised to apply a "Makerfield test" to every decision.

Now he wants that test to guide foreign policy too.

He says foreign and domestic policy often come to the same thing.

"That should be our starting point for policy always," he said.

Burnham also says Britain is "back" after "a difficult decade". He claims leaders at CHOGM asked him, "Where have you been?

We need you."

What are his plans on AI and the big powers?

Burnham says a global set of standards on artificial intelligence will be "the top issue".

He wants to build on the work of Britain's AI Security Institute.

He hopes to position Britain as an honest broker between America and China.

He admits it "feels challenging" to build a framework both countries could sign up to.

On Russia, Burnham said Vladimir Putin will not be invited to the Manchester meeting.

Sanctions will keep him away, and Russia will be represented by more junior officials.

Britain will keep backing Ukraine as long as the war continues.

So how does this fit with earlier promises?

Earlier prime ministers also made similar promises.

Boris Johnson spoke of "global Britain", and Keir Starmer said "Britain is back on the world stage".

Burnham says he wants to host Xi Jinping, China's president, in Manchester. He points out that Xi visited Manchester in 2015.
