Key points
- It is a market-linked scheme, so returns are not fixed and can go up or down.
- Minimum contribution is Rs 1,000 a year, with no upper limit in the sources.
- Parents cannot claim the Section 80C benefit, but Section 80CCD(1B) may apply.
- The account becomes a regular NPS account when the child turns 18.
So what does a child actually get?
The account builds a pension corpus for the child, invested in the market over many years.
You can invest up to 75 per cent in equity, and the rest goes into corporate bonds and government securities.
The minimum yearly contribution is Rs 1,000, and there is no upper limit mentioned in the sources.
Returns depend on the market, so the final amount can be higher or lower than expected. Amounts and rules can change, so confirm the current details on npstrust.org.in.
Who can open it, and who is left out?
The scheme is only for minors, so the account is opened in the child's name by a parent or guardian.
Parents can open it from birth. The account continues until the child turns 18.
When the child turns 18, the account can continue for three more years, move to a regular NPS account, or be closed.
Parents do not get the Section 80C deduction on Vatsalya contributions, according to one report.
Why is the money locked for so long?
The account has a lock-in of three years from opening.
After three years, partial withdrawals of up to 25 per cent of contributions are allowed, for specific needs.
Such withdrawals can be made only twice until the child turns 18. Two more are allowed between 18 and 21.
On full exit, if the corpus is up to Rs 8 lakh, full withdrawal is allowed. If it is above Rs 8 lakh, up to 80 per cent can be taken as lump sum, and at least 20 per cent must go into an annuity.
What about taxes on Vatsalya?
Parents may claim an extra deduction of up to Rs 50,000 under Section 80CCD(1B), over the Rs 1.5 lakh limit under Section 80C.
Reports differ on the tax details, so check with a tax adviser before you rely on any deduction.
Partial withdrawals within the allowed limit are reported to be tax-free. Tax rules can change, so confirm them before you act.
What documents do you need to open it?
Keep your child's birth certificate and proof of identity ready.
You will also need your own KYC documents, such as Aadhaar and PAN, and a bank account.
Check the exact list with the bank or pension fund house before you visit.

Only after the three-year lock-in, and then partial withdrawals of up to 25 per cent are allowed for specific needs, within the set limits.
What happens when my child turns 18?
The account can continue for three more years, move to a regular NPS account, or be exited under the rules.
Is this the same as Sukanya Samriddhi Yojana?
No. Sukanya Samriddhi is a fixed-interest scheme only for girls, while NPS Vatsalya is market-linked and open to any minor.
