ADB is an international lender that funds development projects in Asia.
The money supports the Mizoram Universal Health Care Scheme (MUHCS).
The state government approved this scheme in 2023. It brings existing health insurance programmes under one system.
Key points
- ADB released $21.6 million on October 29 after Mizoram met two set targets.
- The Centre transferred ₹205.49 crore to the state on November 5.
- 90 per cent is a grant and 10 per cent is a loan.
- The full amount goes into the Healthcare Corpus Fund.
How did the state get this money?
ADB released $21.6 million to the Union Ministry of Finance on October 29.
This happened because Mizoram met two Disbursement Linked Indicators (DLIs).
A DLI is a goal the state must reach before it gets the next part of the money.
The Union Ministry of Finance then sent the money to the state account on November 5.
Of this amount, 90 per cent comes as a grant. The other 10 per cent is a soft loan that the state will repay to the Centre.
Where will the money go?
The full amount will go into the Healthcare Corpus Fund. A corpus fund is a reserve that pays for a scheme over time.
The state Finance Department said this will strengthen the scheme's finances.
The scheme provides cashless treatment up to ₹5 lakh for eligible people.
It covers government hospitals and empanelled private and church-run hospitals, inside and outside Mizoram.
It started in March 2025 and became operational the next month.
What happens next for the state?
Mizoram aims to meet at least three more DLIs this financial year.
The state also plans to draw and use about ₹130 crore under the programme.
Officials discussed the matter at a tripartite review meeting in Chandigarh earlier this month.
The meeting included the state Finance Department, the Department of Economic Affairs and ADB officials.
